Looking at tax policies, plus a clarification

Posted: Tuesday, October 28, 2008 9:20 PM by Sam Singal

by NBC's Kelly O'Donnell, NBC News correspondent

Image: Kelly O'DonnellToday the McCain campaign seized on a comment made by Joe Biden on tax policy during an interview with a Scranton TV station Monday.

Senator Biden was talking about tax cuts and which voters should get them. Biden said, "... It should go like it used to. It should go to middle class people -- people making under $150,000."

The McCain campaign chose to make a political argument claiming the Obama campaign has said conflicting things about tax policy. McCain argues Obama has "redefined rich" and that the income level is "creeping" down to include more families.

The Obama campaign provided a written response calling McCain "desperate."

The Obama campaign did not address the $150,000 income that Senator Biden cited. The campaign simply chose to ignore that figure in its official response.
Instead the campaign did state that its policy is households earning less than 200,000 dollars would receive an Obama tax cut.

Senator Biden's words appeared to be in conflict with his own campaign. That is the kind of inconsistency opponents look for and why McCain chose to highlight those remarks.

In my Nightly News report, I wrote that the Obama campaign response to McCain's charge "provided a different number, $200,000 dollars." The Obama campaign contends my use of "different" implied a "new" policy. I did not say or suggest the figure provided was "new."  If viewers interpreted it that way, then I regret any lack of clarity.

My script stated, "the campaign provided a different number than Biden had, saying families earning under $200,000 would get Obama's tax cuts. And not the $250,000 that Obama has claimed in the past."

A centerpiece of the Obama tax policy is that an income of $250,000 is the bright line between tax increases and tax cuts.

But Senator Obama has not always been precise discussing that policy. He has suggested that workers making less than $250,000 would also receive a tax cut. For example, Senator Obama said, "If you make $250,000 a year or less, we will not raise your taxes. We will cut your taxes."

However, the Obama campaign says taxes on incomes between $200,000 and $250,000 would remain the same and not cut.

Again, that perceived conflict is what the McCain campaign chose to argue before voters.

From the New Yorker:

"A few weeks before she was nominated for Vice-President, [Sarah Palin] told a visiting journalist—Philip Gourevitch, of this magazine—that 'we’re set up, unlike other states in the union, where it’s collectively Alaskans own the resources. So we share in the wealth when the development of these resources occurs.'”

Sharing wealth? Collective ownership? And she calls Obama socialist?

Kelly,

That's a lame excuse for your report. Your report showed McCain claiming that Obama and Biden were dropping the amount that would qualify for tax cuts and that they'd soon go down to $42,000. You are still trying to cover up for McCain. He was talking about Democrats lying about their true tax plans. Democrats weren't. Now you are trying to change what McCain accused to just an innocent recognition of "that perceived" difference between $200,000 and $250,000.

If you wanted the real facts, you didn't have to go any further than this website. McCain's bogus accusation was debunked on First Read this morning. Also, in the second debate, Obama said, "If you make less than a quarter of a million dollars a year, you will not see a single dime of your taxes go up. If you make $200,000 a year or less, your taxes will go down."

Actually, that's partly for brevity. Some people who make between $200,000 and $250,000 would also get tax cuts. It depends on the situation. So nothing has changed, and McCain was lying, and you not only let him do it, you helped him.

I'd like to note that your comment that the $200,000 amount was not the $250,000 amount Obama gave in the past was given at the tail of a he said / he said segment where you gave a brief generic denial from Obama, then your own observation, which doubted Obama's denial and therefore sided with McCain. And there is no difference between "new" and "and is not....claimed in the past."

I could believe this was all a mistake if it wasn't typical of your reports. Last night you ran misleading footage about an interview Obama gave in 2001. The footage went along with McCain's dishonest charge that Obama wanted the Supreme Court to redistribute wealth in America. McCain's Obama quotes were all taken out of context.

John McCain has run the most repulsive campaign ever run. Its nothing but lies and nothing it too low for them to try. Numerous McCain scandals have broken on the web. Yet, I've watched your reports for months now and never seen anything but a McCain talking point. Your horse race analysis lately has been more optimistic for McCain than anybody elses. It sounds more like cheerleading.

Your defense blames "my script."  Who writes your script? The McCain campaign?
Kelly of all the reporters I do feel the most for her and your assignment. Look you kept being a professional even when McCain was rude. This election is different because Americans are in the perfect storm. We have seen a Presidnet that in 7 years brought down the United States with the help of many Law Makers who like Judas took the 40 pieces of silver. Like every President is tested so is the fact that a President can't do everything he wants to do. Look at Bill Clinton who got us out of debt and even gave us a surplus.  Kelly unlike Sarah Palin you bring pride to Woman in careers and are an example to future generations of woman.  Now as for the misstep that Biden gave I can only say he is VP not the President. Kelly you have 7 days and the NBC Executives should give you a big bonus for a job well done.
Kelly things are so bad for McCain his campaign workers in three states walked out because they refuse to do those robo call messages of hate and lies about Senator Obama.
I don't know about anyone else but having that idiot Biden one heartbeat away from the Presidency worries the hell out of me.

If we're headed for the Obamanation I'm going to need to ease into this class envy thing. Could someone post a list of democrats worth more than a million dollars. If I'm going to hate on those who have more I'm going to start with the people who encourage me to act that way.
Kelly, your statement "And not the $250,000 that Obama has claimed in the past" was misleading.  You seemed to be fishing for an inconsistency in Barack Obama's position where there isn't one.  Even the most casual watcher of the three debates and his many interviews has heard Barack Obama discuss his tax plan about 10 times, and every time he's made it clear that $250,000 is the cut-off between those who will have their taxes raised and those who won't.  That figure is not the cut-off between those who'll get tax cuts and those who won't.  By saying repeatedly that most people under $250,000 will get tax cuts, he's made it plain that not every family in that category will pay less; rather, some will just pay the same rates.  I like and respect your reporting, Kelly, but I sincerely believe you got this one wrong.  I wish you had just said so, instead of saying, "If viewers interpreted it that way, then I regret any lack of clarity."  That sounds like Beltway-speak, sort of like "I'm sorry if you took offense."
Not sure why I am sending this since the media is so biased and anything said against Obama is squashed imediately. His tax plan will eventually include anybody making over 50 thousand. People better wake up or this country is in big trouble.
It has been my understanding from very early on, and I think Obama has made this clear (in the "Town Hall" forum debate most surely)that $250,000 is a threshold. $250,000 and below (to $200,000) would not see a change in taxes, while anyone making under $200,000 would see a reduction. I have not noticed anything unclear or "different" from "past" claims.  Definitely clearer than McCain saying he doesn't want to raise anyone's taxes yet by taxing health care benefits it appears the majority of people will indeed experience increased taxes.
Kelly,
I am writing on behalf of myself and my wife.  We noticed and commented to each other that the manner in which you present the McCain side of the news each night is very different than the way Lee does the Obama side.

He presents the days happenings more objectively, while you come across as an advocate, giving the McCain talking points as facts, explaining that campaign's rationale as if you were one of its spokespeople.

Lee does not do that.  While he has a positive way about him, he lets the clips of speeches speak for the campaign, and does not seem to be taking a side.

You may not be aware that you are doing this, but we ask that you review both yours and Lee's presentation each evening.  I think you will see the difference.  I asked my brother (who also is a Brian Williams fan) and he jumped at it, saying he saw that same difference, completely separate from my wife and I.

Good luck to you.

Brian in Saratoga Springs, NY
I don't know how much clearer Obama could have been about these numbers.

In the second debate, he stated:

"If you make less than a quarter of a million dollars a year, you will not see a single dime of your taxes go up. If you make $200,000 a year or less, your taxes will go down."
Welcome to the land of the living dead .... Barack Obama's Socialism, where America's wealth is taken from an achiever and redistributed to those who won't work or pay taxes. Free entitlements for those who have no ideals, goals or reason for advancement.

Obama's tax plan destroys the principles on which America was founded. It slaps at being the best person you can be and making what you can while you can. Obama's plan and policies will hold down America's growth. It divides America into classes.

And Barack's association with shady characters in the past, present and future question his honesty and integrity. He stated one year ago that he would give ACORN a "voice" in his administration. They are being investigated in 13 states so far for voter registration fraud.

Obama is big government. He wants America under his thumb. He's all about doing things HIS way, not your own way. Unfortunately, too many people want the government to rule their lives if they can get a consistent free handout, benefit or entitlement. The design was for Obama to get to the Senate and immediately run for president. He is an elitist who has talked down middle America. He is a poor choice for the presidency of this great land.
Does Full Moon realize how ridiculious his opinions are?  He says we are the land of the living dead? 'maybe he is, I'm not.'  He says an achievers wealth is taken from him and redistributed to those who don't work or pay taxes.  Please get real, Obama said if you make less than a quarter of a million dollars a year, you will not see your taxes go up.  If you make 200,000.00 dollars or less, your taxes wii go down. If you don't work or pay taxes you won't get a tax cut --Duh..  What part of that don't you understand Mr. Full Moon?  if you are still clueless, watch Barack Obama tonight on TV he will walk you through it.
I'm having a real problem with this election.

John McCain is in the fifth run for the oval office. Previously, no-one wanted McCain that close to power. This year, ALL on the repubican side (and I did spell it correct) backed away to allow McCain full access to Bush politics.

I came from Tuscon, AZ., McCain's constituency. People there have told McCain they would continue to keep him in Washington so that he would no have a reason to return. I have had a personal meeting with Mr. Viet Nam and his impression was much less than what it should have been.

The last four times McCain ran for the oval office everyone said it was a bad idea and now I believe that Sara Palin should not be that close to the office of commander and chief.

This is not a place that I want my president home schooled and after meeting with McCain, I would not recommend him for dog catcher in Alaska.

I have watched every election since 1952 when I was only 7 years old, and I have noticed that when a repubican gets elected, the collective (backside) of this country puckers rapidly. With Democrats is a collective sigh of relief.

One is tax and spend, the other is spend and tax. So whats the difference. What the country needs to understand is the next president is going to spend at least three years changing, fixing, adjusting or just plain eliminating the screwed up ideas of his predecessor.

And with that said, please check these words;

If McCain is elected by the collage educated idiots of this country, I'll NEVER set foot on U.S. soil again!

Please tell Katey that I'm just a B. Williams kind of guy. She is good.

I find it comical that the Obama campaign and anyone here would find fault with the media's coverage of the Obama campaign. If Biden was in focus more, you know, as much as Palin, there would be other issues just like that one. Why can't they just admit that Senator Biden misspoke. These guys are up 18 hrs? a day for months, they're human. It's okay to admit a mistake, give some people credit to understand that after weeks of speaking at all hours of the day and night, they may get a fact wrong here or there. Correct it and move on, you don't need to point the finger at the other guy for noticing your mistake. I find Obama's attacks on Bush to be "desperate". Desperate in that all he wants is to become President. I swear I think 12-year olds could do better running government sometimes.
I believe everything that Obama says, yeah, I believe, I believe.
I desperately hope that Brian Williams will actually get tough in his interview with Obama on Thursday and not powder puff the guy yet again. Ask him about his massive spending proposals and the unavoidable tax increases that will come with it. Ask him some tough questions about his associations with Ayers and Rezko. Nobody in this country that strictly watches mainstream media has learned anything about Obama and his past. It is your obligation as journalists to be as conderned at these things as you are about Palin's clothing. Obamas stumping is not new, we heard the same ideas from Clinton and Carter. Let's not return to the disaster that was the Carter administration. Remember this, Biden and the Clintons all ripped Obama apart in the primaries because they know he is NOT UP TO THE JOB.
GE in Penn (Oct 29, 3:38 PM) - I make more than $250,000. The land of the living dead is my reference to Socialism. Wake up, man ... do I have to spell it out for you? S-O-C-I-A-L-I-S-M
Obama is everywhere .... on the browser .... 30 minute commercials .... and now the real deluge begins .... almost non-stop TV ads at every station break.

Over-saturation will lose him some votes. This guy is in it for himself. Talk about vanity and self-absorbtion.
I just wish this Dear Red States Letter floating around was serious. If they weren't allowed to escape areas they've ruined they might start dealing with the results of their failures.
I am incredulous that you introduce MCCAIN and 'Joe the Plumber' without explaining that Joe is really Sam: he lied about his name;that he is not a plumber! That he does not own a small business:he lied! That, before his new-found fame, was never likely to own such a business; that the taxes he is trying to avoid is a moot point for him and their criticism is erroneous and beside the point; that he was likely a Republican plant so they could start a new script they were ready to roll-out in the campaign...I find this incredible that despite the facts, newspeople are continuing this farce and playing along with this 'act.' Your reportage is very weak.
Kelly, thanks for the clarification on your report.  You know what you wrote and that is all that matters.

Full Moon, good post!    You have my vote!  Sorry, I don't want to live "all the same" like the people in Cuba and Venezula to name a few.    Intelligent people and people with choices all know communism and socialism does not work.   If communism and socialism really worked then why are millions of folks coming to America illegally each year!   Obviously some of the folks on the blog have not stepped outside of their hometown bowling alley.

Bests to All!

Kelly,
Frequently I hear it said that you and Lester are the most professional people at your network. So true.
Lee Cowan is on record saying that he finds it hard to be objective about Obama as he gets swept up in his rallies. It is Cowan who takes a side, not you.
Joe The Plumber's middle name is JOSEPH. So now it's a lie to be called by your middle name?

Joe The Plumber said that he's interested in buying his boss's plumbing business. HE DID NOT SAY THAT HE OWNED HIS OWN BUSINESS.

If Joe The Plumber is a Republican plant, then Obama was in on the planting......as Obama CAME to Joe's street.
People are voting for McCain because they are smarter than the useful idiots promoting and voting for Obama and they see thru the hype.

Obama's Tax Advertisement misleadingly quotes a Heritage Foundation Analyst: "...the middle class would likely pay less under Mr. Obama's plan..." So what's REALLY on either side of those dots?

The Summary:
Through the lens of sound tax policy, both McCain's and Obama's tax plans would leave the tax code more complicated than it is today. Even so, McCain's plan has important advantages through its focus on keeping tax rates low--and lowering them further in some instances--while improving incentives for investment and correcting an extremely harmful tax distortion at the heart of much of the trouble in America's health care financing system.

In contrast, the Obama plan raises income tax rates, raises payroll taxes on a delayed basis, and actively increases the use of the tax system to redistribute income to those who pay little or no income tax. Each of these aspects move the tax code in a decidedly inappropriate direction.

On balance, the McCain plan would be decidedly better for economic growth, largely because it would lower tax rates while the Obama plan would raise tax rates. Under the McCain tax plan, the economy would be expected to be about $320 billion greater, and average household income about $2,600 higher than would be the case under the Obama tax plan.

Maria Bartoromo has been using air time to plug John Mccain and Sarah Palin in a shameless display of political preference shrouded in market and economic analysis. She did it again Sunday night with Lester Holt on the Nightly news by stating that tax has now become an issue at the last minute of the campaign and people are worried about Obama's tax plan to tax people making $164000.00 This is a lie and a distortion she peddled for Mccain in her continued bias reporting. She has lost all credibility with me and others, as what we look for and expect from people who report on financial matters are, impartiality, objectivity, and most of all honesty. She has only convinced me that she is like a stock broker peddling a stock for profit and dont give a dam as to how it would perform. NBC should retract that statement issue a correction to reflect the true Obama tax plan
