the 11th commandment

Did anyone hear the interview with Rudy Giuliani this week, when he pulled out a great phrase from the grab bag of political arcana and spoke of the "11th Commandment" in the Republican Party?  My partner in all things history around here, Andy Franklin, had the same idea I had.  This calls, I think, for a review of the history of the phrase.  When Giuliani uttered the "Commandment" while campaigning in New Hampshire, he suggested that the Democratic presidential candidates lately had been more negative than his fellow Republicans were. And he invoked the name of Ronald Reagan, “because he was the most successful Republican in a long time,” Giuliani said. “He used to have an 11th Commandment. It was, ‘Thou shalt not attack another Republican.’"

The so-called 11th Commandment has served the Republican Party well over the years. Ronald Reagan is often given credit for coming up with the rule, but in fact, it was someone else’s idea -- someone named Gaylord Parkinson, who years ago was chairman of the Republican Party in California. In September 1965, as California Republicans (including Reagan) prepared to compete for the GOP nomination for governor, Parkinson decreed that the candidates should refrain from attacking each other. He called it the 11th Commandment: “Thou shalt not speak ill of another Republican.” The idea was to foster party unity and avoid the acrimony of the year before, when moderate and conservative Republicans were bitterly divided over their presidential nominee, Barry Goldwater.

In the 1966 race for governor, Parkinson’s rule actually gave a boost to candidate Reagan, who was then a former actor making his first bid for public office. In the primary campaign, one of Reagan’s Republican opponents attacked him as an “extremist,” and called him “temperamental and emotionally upset,” adding that Reagan’s earlier switch from liberal Democrat to conservative Republican “might indicate instability of some sort.” It was even hinted that Reagan might have once belonged to Communist front organizations. The attacks backfired, leaving the high road to Reagan, who was only too happy to follow the 11th Commandment. He won the primary, and that November he was elected governor, defeating incumbent Democrat Pat Brown.

Ten years later, things had changed. In 1976, Reagan was a former governor challenging an incumbent of his own party -- Gerald Ford -- for the Republican presidential nomination. Ford, who made no pretense of following the 11th Commandment (he said only that he would “abide by the first ten”), had beaten Reagan in the early primaries. Reagan’s campaign was faltering, and his own advisers urged him to take the gloves off. He did. Campaigning in Florida that March, Ronald Reagan broke the 11th Commandment and attacked Gerald Ford. He accused Ford, who had then been president just 19 months, of presiding over “the collapse of American will and the retreat of American power,” and said Ford “must be held accountable to history for allowing this to happen.” He said Ford lacked “vision,” that he found it “difficult” to trust his leadership. He accused the president of favoring “pre-emptive concessions” in talks with the Soviet Union, and said, “I fear for my country when I see White House indifference to the decline in our military position.”

It wasn’t enough, or perhaps it was too much. Ronald Reagan lost the Florida primary to Gerald Ford, who was privately furious at Reagan over the attacks. Reagan’s campaign never recovered.  Even so, there was talk in Republican circles of inviting Reagan onto the ticket as Ford’s running mate. Had Reagan’s criticism of Ford diminished that possibility? “I don’t think so. It was said in the heat of the campaign,” said Gerald Ford’s White House chief of staff. And who was he? A young fellow named Dick Cheney.

In the end, Ford won the nomination in 1976, and -- with Bob Dole as his running mate -- lost the election to Jimmy Carter. Reagan ran for president again in 1980, and that January, riding high in the polls, he declined to participate in a GOP candidate debate in Iowa, saying he did not want to divide the Republican Party. One fellow contender, former Texas governor John Connally (also a former Democrat), was having none of it. “He talks about this 11th Commandment thing,” Connally said of Reagan, “but he’s the man who challenged an incumbent president in 1976. If he had not made that challenge, Jerry Ford would probably still be president of the United States.”

Good Evening Mr.Williams, I must say Mr.Williams I have never read so much history about certain subjects in all these postings. Andy Franklin certainly does his research well. I agree with the 11th Commandment and that they should not attack eachother. I suppose sometimes the candidates consider it necessary, but I think as a voter it becomes hard to listen to all the time during debates. Now on to the broadcast. Regarding the discussion with Mr.Russert on the chaotic and crazy changing of dates for caucasus and primaries it is just mindboggling to hear. How our country will ever get through this current election process and actually elect a candidate for President is going to be a miracle. Once that person takes the Oath of Office on Inauguration Day we are all going to breathe a sigh of relief. Thank goodness we have you Mr.Williams,Mr.Russert and others to help us through the madness of the election process. Keep us posted. Mr.Russert should have that dry erase board handy at all times. Mr.Sanders report about the shrinking ice cap was most interesting and troubling. It is amazing how much ice has melted during such a short amount of time. Finally, regarding Mr.Mullen's report on the teaching of the Chinese language to students in Oklahoma. It looks so complicated to write with 4,000 characters to learn. Times have changed and I agree with you Mr.Williams about the only choices in school being French and Spanish. I was so happy to hear you took French because I did too. So I suppose I should say Bon Soir Mr.Williams. Merci! Au revoir! Paix! Peace to all!  
Well that explains why I wouldn't make a good Republican.  I'd never heard of the 11th Commandment.  Thank you for yet another history lesson!

Speaking of history... being of French Canadian stock, I diligently took 4 years of French and still can't speak the language, much to my memere's disgust.  I can't fathom trying to figure out Mandarin!  
Brian  old tricks don't work anymore. Bush is using fear again as he spreads propaganda about WW3. Look Cheney outed the covert agent working in Iran to find out if they were making weapons. From that point on we have no information. Putin will not let anyone legally bomb Iran.  So Bush is just blowing hot air so please give it a rest.  Bush knows he's no one believes his lies so why should Americans.

All the world leaders are having meetings as the US is not invited. Connie Rice has no one at the so called summit. Israel knows the US is no only a leader so they don't need us anymore.  Turkey will do as they please knowing the US has a lam duck President.

As for Rudy and his comments about what Hillary hasn't done. Well Rudy stole the 9/11 money and let police and firefighters die. No working cell phones while giving the company 14 Million dollars for nothing. He has more criminal friends then the God Father. He's lack of knowledge of the Government is sad.  Now he forgot Hillary is a Senator of New York. Much larger then just the Mayor of New York City.

I listen to Mike Mukasey and I wondered how those men, women and children who have died or injured from the torture he said was ok feel about his words it was a mistake. So easy to use a word to brush off a crime not caring about those who have been damaged by his approval.  We're seen many of Bush appointees lied under oath just to get the job. Mike Mukasey will follow Cheney's orders just as Gonzales did. Mike might do better at covering up the crimes as Gonzales was just plan stupid. We will never have honest Justice appointees until this Administration is gone.  PBS showed the history of Cheney plan to the point we are now.  Cheney has infected every Department in our Government and Mike Mukasey will follow suit.  

I heard Bush talk about how Congress isn't doing their job. He's right they aren't his 109th Congress who rubber stamped everything he gave them. Even Lindsey Graham is fighting tooth and nail to keep the Criminal Administration going.  Bush could care less about Children's Health Care he feels that money should go to Iraq.  If you look behind the scenes the Bush Administration is quickly appointing those who gave big money to the campaign as pay offs before his term is over. Brian it's all about money and oil and nothing else matters.

David asked a good question to Bush about 1981. Something is mentally wrong with President Bush. In 1981 Bush's twins were born, he was bailed out of debt by the Bin Laden Family and Daddy Bush was Vice President.  George W. can't remember any of that and we are to keep him in charge of the United States.  George W. has said he drank and used drugs a long time ago well now we have proof that your brain get fried from using alcohol and drugs.
Brian, I thought it was great to see you and Tim Russert tonight discussing the chaotic and disasterous primary calendar and almost crawling out of your skins with genuine excitment over politics!  (Even this less-than-stellar aspect.)  It was just a like a couple of school kids, huddled by the monkey bars at recess, flipping through the latest pack of baseball cards.  I love to watch people work jobs they absolutely love.

Hey Tim, I'm going to be one of those primary voters--if they decide when it will be. Donkeys and elephants have more sense than the politicians they represent! How do we get out of this mess??!!
Brian so much sad news these days. I read the following:
Sen. Pete Domenici said he would not seek reelection next year. In addition, Domenici disclosed he was suffering from a brain disease known as frontotemporal lobar degeneration, or FTLD, a deterioration of brain tissue that can lead to personality changes, difficulty with speech and dementia.  I wish him the best.

Now as President Bush tells himself he's relevant Putin is meeting with the Iran Supreme Leader. NO invite for Bush.  It bothered me when the reports came out about how Connie Rice has won the support of Egypt for the up coming summit only to find out she didn't. And Brian what happen to that report a few days ago about the Victory we had in Iraq was that a mistake too?  So much is happening around the world with Leaders meeting and signing deals while the United States is left out.  I really hope Mr. Chavez will help out with giving discount oil this year as the oil prices will go way up again.  I know the Saudis aren't interested in helping the US anymore.
You forgot the 12th Commandment.
Thou shall pretend that the other 95% of America doesnt exist.
It was nice to see my Uncle Gaylords' name still being mentioned today and that he is given credit for his 11th commandment. He's now 89 years old and still living in California. I've always admired his brilliant mind and kind heart.
